I definitely think it's so the ice doesn't deplete as fast at the carts. A few years ago at DCA, it reached well over 100 degrees when I was visiting. They had CMs pushing around small carts, giving away *free* bottled water to guests, practically pushing them into their hands. I was glad to Disney was concerned about guests overheating and not drinking enough water. A few lives might even have been saved by that effort on that day. One can never know what heatstroke will do to a person.
