There already are ocassional Cast Attendance Incentives offered. They're usually during the more busy times (Christmas and Summer, namely). It usually goes along the lines of "Perfect attendance for these 2 months will get you two tickets to AMC" or something to that effect.
Forgetting for a moment the absolute destruction this would do to the Disney Look (since Leads, unlike managers, generally have fairly heavy stage presence) this is a nice idea, but simply would not work.
Attendance IS atrocious at the park, no doubt about that. There is also the fact other than not being penalized for racking up points, there really is no incentive for CMs to keep their attendance good other than wanting to look good during promotion time.
It's not the most imaginative thing, but potlucks and BBQs are usually the best answer. In a perfect world, a bonus would be order too.

We do it in Foods sometimes, often over peak season, like MonkeyDishwasher said. It tends to favour the workaholics who always try to extend and call in obsessively for extra shifts over those who just always show up on time for what they're scheduled, though, lol.
Now, with regards to the OP: with a few exceptions, having our leads walking around in swimwear, in addition to completely throwing all shreads of Disney Look and common decency out the window, might very well cause CM turnover for this year to top out at around 5000%.

= Can't promote, can't cross-train, cant be cross-utilized, can't transfer
I havent called in for any reason since christmas of '05 and havent recieved anything, but maybe instead they look at me as someone to count on for future leadership roles which is also very good
How about people just show up because that's what they're supposed to do? I'm just saying...I know it doesn't work, but heck, I still have to have a little faith in the modern world.

Well, as incentive to show up for work, CMs are paid. These aren't salaried positions folks, and you don't get sick time until you have FT status. Call out? Fine, but your losing out on pay and promotion opportunities. Poor attendance is also the number 1 factor by far that CMs get fired from Disney.
