Of course big news is always a draw, by why should the con be just about them? There is a myriad of things the con could do and be a yearly event.
Such things as interactive panels and exhibits and such. Those kind of events are staples are huge cons and area always a success. (the costume contests/masquerades comic con and blizzcon hold and so forth.)
Or deeper looks inside different departments and how things work.
Example, for those curious about auditioning for being a character or woking for a department. They can hold panels and discussion groups concerning that and to give advice. (similiar panels are done for those wanting to work for certain companies, held by the companies in question. Even where people can pitch ideas and work as well.) Portfolio reviews, and so forth.

And with the capacity of the venue It'd be nice to see some kind of concert held. Or even make a joint thing with the house of blues in downtown disney.

Anyway, so there are a ton of good things they could do at the D23 con if disney so wished. possibilites are endless.

I am so glad I got to attend the inaugural event for the D23 Expo, and I hope they do have one in 2010. I think it will give them a chance to work out the session scheduling. Every session we attended had long lines and long waits. Some could have easier set up at multiple times. If I remember correctly, the "Growing Up Disney" with Roy P. Disney actually had a second session added because it was so popular.

Even if there was no new Disney news to announce, I would go back just to see the sessions I didn't get to see this time. And as someone else said, there is so much material, that there wouldn't be any problem adding new material for several years.

If they're going to have it in Sept again it would have to be the weekend of the 9-12 or the 23-26. Either one of those are free at the convention center. If you ask me...I think the 23-26 would be too close to Halloween craziness! My bets are on the 9th-12th.

I agree that the 9-12 is probably the date and the announcement will come at the time of renewal offer. Just speculation.
