I believe it was given at both parks. You had to do some special insider's tour or something.

The quest is now retired.The prizes for completing the quest was a HM room code and a Master Gracie Haunted Mansion Clock I believe.

I am not trying to be mean or hurt your feelings. I have seen other offers for both the HM room and Stitch Hat, and I am afraid that is not anywhere near good enough for either of them. This is just my opinion.
