I have no idea. I doubt they'd want to funnel park guests through the GCH, especially as that entrance is very narrow.
And with the north side of the pier area getting re-worked I doubt they'll re-open the Paradise Pier guest entrance either. I'm not sure how they are going to handle the logistics of a park entrance in that narrow space by Soarin, but I'm sure they've got a plan in place and have thought it out.

I seem to recall reading shortly after DCA had opened that rather than building a standard surge tank, which is required for a raft flume like Grizzly River Run to operate, and trying to conceal it inside Grizzly Peak, that they instead were using the water from Paradise Bay for this purpose, since they had a large body of standing water in the park already. So my question is, with the bay now drained for the World of Color installation, does anyone know how this is affecting GRR or how they're getting around this problem?

Yeah, my wife got both of them for me for my birthday. I'm reading the workout right now too! The Way is every bit as good as the workout, but it is more stories and anecdotal. It's more of a "here's how we think and solve things" kind of book which is a lot of fun too. I've learned a lot of stories about the parks from them. I just couldn't figure out where around PP Lagoon the Grizzly tank was.

Re-Imagineering says DCA will be re-named Walt Disney's California Adventure. Is this official or speculative?
Until officially official, as released by the resort, it is officially a rumor.
It may be true... but it is still only a rumor and subject to change without warning or notice. So take rumors with a grain of salt, because things have leaked out in the past and they were going to happen, but then Disney changed the plans and fans got upset, even though it had never been announced.
