As far as I know, there is a MiceChat meet every Sunday, so yes.

I would also expect crowds to be very high. Block out dates are minimal for even the lower AP's in October.

I don't know if by DL you just mean Disneyland or if that includes DCA. If you will take a stroll around DCA they have trick-o-treating there as well. Also, on Halloween night is when you will catch a lot of the rare Villains that usually aren't out around the park.

Adults cannot go into Disneyland in costume. Only children 9 and under are allowed into Disneyland in costume.

Adults can dress if you are attending one of the Mickey's Trick or Treat Parties, that will be held on Tues, Wed, Thurs and Friday nights, and Halloween at DCA. However, that is a separate ticketed event, and you will not be allowed into DCA after 6:30 PM Tue-Thurs or after 7:30 PM Fridays or Halloween unless you have a ticket for the event.

Tickets or Mickey's Trick or Treat Party go on sale on Disney's website Aug. 1st.
