With the Haunted Mansion now overlayed into it's holiday splendor and the skys being lit by Zero's nose I am curious... are Jack and Sally walking around NOS again? I know there was concern that they may have been cut and I haven't read anything more since. I've scoured every TR thus far... so... for anyone "in the know" will they be around this holiday season?

Yes, they are out and about. But only twice per day and only for about 15 minutes each time. Check with City Hall when you get there for the times they will be out that day and where. Usually Magnolia Park (fountain out front of the HM). Get there 10 - 15 minutes early and watch for the CM handler to appear and start the line. They will cut the line off pretty quickly after they come out so get there early.

When the wife and I were there last week (Tuesday I think) they were out near the ODV just before you get to HM. The line was quite long though, so I'd take Mycroft's advice on asking City Hall and getting there a bit early if you want the Techkids to say hi.
It's really worth seeing them. They were both really great to interact with and were very friendly. They got down on their knees to talk to kids and were funny and took their time with each person in line. We did see them by the ODV cart once like dlandjimmy mentioned, so maybe they alternate between the two locations.

I was really happy to see them back when I came the first day of Halloweentime.
