I too don't think that they would build a bridge in this mannor, but considering I have only seen pictures of the site taken from a kilometer away, I can only serve to speculate

We need a "source" to get us some pictures of this area so we can figure out what is really happening instead of the rampant speculation.

It is very thick, that's why I was speculating about possibility of excavating below them.

It is a pretty thick slab, it seems to me they decided it would be easier to construct a nice thick mat slab and distribute the loads more evenly rather than trying to provide point load footings and grade beams. Makes sense.

It is called a mat-slab foundation, as mentioned above. They will not be excavating underneath it. That is not how you build a bridge in modern construction, even if it did work for the Romans.
