I smell an "I'm Right, You're Wrong" situation coming along.
I don't like the stone work, but the railing, while prefab feels like it fits with the sign above it. I wish both the stone work and the railing had been more custom. I'm fine if they improve safety. I don't think they RUINED anything, but I don't think they quite improved it either, mostly because of the prefab feeling.

Looks like the insurance/city inspectors came through and decided somebody was going to fall off the old one.
I'm surprised this bridge is still there.

I can hear it now. The reaction amongst fans when the Mark Twain is modified in order to avoid lawsuits and remove the risk of anyone falling overboard:
"Actually, I like it better. The additional railings are period correct, and honestly, the workmanship and quality is fantastic! Disney did such a nice job! And after all, guest safety is paramount! I'm not sure how anyone can call this a 'decline by degree.' I mean, Disney is giving us more!"

If there's only one reason why I don't like the new bridge, it's because they used the same railing that's along Matterhorn Way. While this railing works great for that area (with the atom-like globes and yet fanciful design), it doesn't work well for the Main Street area.
It's a sidegrade for me. Looks nice, but less charming than the old bridge.

I do like the simplicity of the old bridge, but I can see that it is clearly a safety hazard. I'm glad, however, that they still tried to make it look charming and nice, instead of just throwing something taller there. I actually like both of them equally, neither, I feel, is visually distracting or themed wrong. And since there's a possible safety issue with the old one, I see nothing wrong with the new one.
They've increased the width of the outrigger barrels to prevent the bridge from tipping over.
That argument is ridiculous and you should be ashamed of yourself. 1) the railings on the Mark Twain are of a height that would prevent most people from toppling over. 2) Even if they weren't, the boat was built long ago before such regulations were in effect and they would not be legally required to build the railings higher. The bridge in the Hub was completely taken down and rebuilt and so would have to conform to the new regulations. I don't like the new bridge, but what happened with that couldn't happen with the Mark Twain.
And now for the dose of reality some are not expecting. To some degree Steve is right. Disney has openly considered a modification to the Mark Twain railing. However instead of replacing the railing the thought when I left was to simply "add" to it. The final product being a smaller rail on top of the existing rail as a sort of "cap" while maintaining the same designs and details found on the original piece.
Steve's photoshop in and of itself is ridiculous but a higher rail on the Twain is something Disney had been looking at before I left.

Unfortunately guests leave their brains in their cars when visiting DL but then don't hesitate to look for compensation when they hurt themselves. Also, as someone mentioned, current building codes are much different than back in 1955.
If we could go really period speciific, maybe the laws that apply and the propensity for lawsuits were also period specific!
