The arcade sounds like what they have at Disneyland Paris. If you scroll down this page about halfway they talk about the Liberty Arcade, and it looks pretty nice.

After seeing the pics of the arcade I have no objection to it except that I'd rather have management spend the money on something a little more important before they decided to build this. It doesn't seem as important as other things they could do around the parks right now.

Both sides have been used, not because they want to, but because the DL shows, and resulting crowds, are such a crowd control nightmare now, they have to do it to avoid real problems.
But, having guests traveling through those areas just showed guests the horrible mess (and smell) of many of the backstage areas. It also caused problems with CM access to areas they need to stock and maintain during those periods.
I personally am only a fan of the Arcade idea if they close each main street shop up.
