When i go to exchange the Gift card version for the major real passport.
will i be able to go to DCA on the same day?
and for ID/proof of living purposes...will mail with a current address work?
My ID has my old address in it while my mail/Packages have my current address

Yes you can go to DCA on the same day. That sounds like it would work for address but I'm not a local so I haven't ever gotten a socal passport.

You can bring mail in, but it must be a utility bill to your SoCal address

The 15-minute parking, drop off area is on Harbor Blvd, right next to the entrance for the buses.

Yes, just exit Harbor Rd./Ball Rd. (the NEXT exit - #110), and then turn left onto Harbor. It will be just past the 2nd light, on the right. To get back on the 5, when you exit 15 minute parking, it's a forced right turn onto Harbor, then turn left onto Disney Way.

Here's a Google Map for reference: I-5 N to S Harbor Blvd - Google Maps

As long as you can provide an address when asked, it is fine. There is no requirement from Disney that you bring a bill or other form of mail to prove it. They may ask for some form of ID or something else as it is easier to copy stuff, but it is no biggie if you don't have it.
