Is the boardwalk part of red section for WoC or can anyone go down there?

Last night I got Red for WoC and while walking there a CM was calling for volunteers to go down to the very front on the boardwalk; so I naturally did.

Is that only for Red or can anyone in any section get down there?

you were simply sent to the red section of the boardwalk, there is a yellow and blue section for the boardwalk as well.

i have seen people from other section be allowed to go down there. i have also seen guest without tickets allowed down there right before the show started if no one else wanted the wet zone

A little off topic but i am surprised how much space is put aside in each level for handicap. In all the shows i have seen there has been one maybe two wheelchairs in each section and then a huge chunk of space empty.

i have now taken advantage of that and usually try to stand near one of those areas because i know that the tier below will have a huge empty spot with little to no people blocking the view.

It seems like they should take advantage of some of those areas and if they do not fill up allow some of the guests to fill it in. Doing this would allow the rest of the guests to spread out a bit or allow some of the guests in the back areas to move up.
