I believe it is an old special effects standby: Fuller's Earth

I've always thought they just let the dust naturally accumulate. My theory was confirmed when ToT opened and all the "cobwebs" were just strings and I actually, over time, got to see the dust build and build until they are what we see today.

Actually Disney cleans the Haunted Mansion for sanitary reasons, the dust isn't real, it's a powder of some kind. That Fuller's Earth looks correct.
I thought I read somewhere that the AC units keep things a little too clean in the HM so CMs will take leafblower-type machines and spray the Fuller's Earth and cobweb-making stuff throughout the attraction.
I believe I read that in David Koenig's MouseTales or MouseTales 2.
You could always use dark gray spray paint and spray into a fan and let whatever you want to get dusty just get hit by the spray.
i've touched the bookshelves and such in the ToT waiting room / library.. contrary to how it looks it is dust free! ill go with everyone else with the Fuller's Earth
pretty sure real accumulated dust will be a health concern/unsanitary..
