There have been a number of people who claim a wide range of explanations. I personally believe that the simplest explanation makes the most sense - it's also in line with the SOP when it comes to projects like this:
1) Designers in the blue sky phase create sketches and models based on what they'd love to see. At this stage, money is of little consideration and it's more focused on exploring all the different possibilities, so they can visualize many different ideas.
2) Ideas are refined, elements are prioritized, and the money people say "you can only do this, this, and this, and here's how much money might have available."
3) Designers go back and flesh out their ideas with a more concrete budget in mind
4) New models, new concept art, and new computer generated models get built, this time along with people who can better calculate the costs of the project based on the designs
5) Budgets get analyzed and final approval goes through
There are many more intermediate steps, but my point in this list is that the model seen there - the one with the plussing of nearly every element of the entire Pier, was a "step #1" model. Thus the reason why you don't see it being built.
It's not as simple as saying "they shifted the budget elsewhere" or that they "cut back on the design." The blue sky phase always shoots far above and beyond anything you will ever see in the final approved designs.
^^well to be fair when WDI made the presentation the budget for the project was much higher and the board only approved a portion of the original proposal. WDI had to go back and make changes so that they could work with the money that was allocated to them.
Simba is pretty much correct, WDI made a presentation that needed a certain amount of money but where only given a portion of what they needed.
The good thig is that no good idea goes to waste, WDI and Burbank is determine to slowly transform the whole park and try to match some of those original ideas. who knows maybe when the budget is available the final product for that area of the boardwalk will be even more amazing
They most likely knew that they wouldn't get everything they wanted and already new what things they would cut till later. As they get little upgrade and update budgets, we'll see more and more of these things come to fruition. Phase I isn't the end of the DCA makeover by a long shot.

I say go for it. The foliage is part of the DCA remake, so technically it could be part of the tracker. We've seen people talk about every little nut and bolt (literally) in regards to the construction of "World of Color," so horticulture should be no different. I know I'd be interested to read what you have to say.![]()

Also, there would be no way to have the wrap-around boardwalk, with a couple of the 'lighthouse' structures for WoC lighting/projection, in their current positions. Whether that is permanently the case, or if some of the rigs they contain could eventually could be incorporated into a future wrap-around boardwalk, is a matter of debate. (So, of course, debate it we will!)

If they really wanted to, they could have found a way to incorporate the lighthouse structures (that are right up against the fun wheel) into the structure for a wrap-around boardwalk. At this point however, it does make sense that they decided to use that money elsewhere, considering we don't even have the shops redone yet.
It's just a merchandise logo. As FutureImagineer183 said when they first got logo in, it's all PP as that is focus with it being done in this phase of expansion by Spring
You would have to imagine that in the process of the imagineers thinking of ideas for Paradise Pier that they looked at finding a way to block out the outside world (convention center).
