What is this building and when did it get there?

This new building appears to have been built within the last year or so on empty land behind Pirates. Looks like part of it is a CM eating facility. What is the rest of it. And did it replace another facility elsewhere? Maybe the old commissary in the path of the main Cars Land drag?

I can confirm this. It's the new Westsider Grill. It was built to replace the old Westside Diner, which was behind and one level below Royal Street. The old Westside Diner space was used to expand kitchen facilities. The new Westsider Grill is much easier to get to than the old Westside Diner, so CM's have been generally happy with the new facility.

The new Westsider Grill houses a burger bar. CM's can order their size and type of patty, bun, toppings, and sides. I have lunch there about once a week or so.
