Yup! The wires have been sticking out for quite some time, and will indeed be for red neon.

Here's Luigi's at Disneyland Paris for a visual reference of what it will look like (roughly):

And here's a shot from the film:

Wow, when I first saw this photo, if was the first time the tail fins actually looked farther in the distance to me. Great to see that forced perspective being seen now that the scaffolding is coming down. It's coming along beautifully.

That forced atmospheric perspective is oddly effective...

Yeah, it's smart paint scheme. For the distant mountains, they purposely mute the color palette with lower saturation and use a lower dynamic range of paint colors. The darker areas aren't as dark as the ones on the mountains in the foreground. It gives that illusion of that sort of pastel/faded look that distant mountains have. They also purposely remove the smaller detailing from the background mountains in comparison to the foreground. The less detail you can see, the more scale the background tail fins appear to have.

I think it will be a lot more effective when all the scaffolding is down because the scaffolding pretty much ruins the forced perspective, since each scaffolding level is equally spaced, whereas forced perspective relies on deceiving that notion. It will also look better from ground level within the land rather than the distant shots we're able to see from the Fun Wheel and near the Blue Sky Cellar.

You can also see another subtle trick - the rock strata layers are thinner in the mountains than they are in the large butte behind the courthouse, in order to make the mountains appear more distant and larger while also making the butte appear closer.

One more thing to note: Mint's photos, while great, are also tending to reduce the effect. Seeing it in person will be much more impressive.

Do note though that the clouds in the picture could be helping too. On days when it's cloudy or hazy the effect will probably look more realistic than days when you have a bright blue clear sky!

^^That's exactly what yesterday was like at the parks, the morning haze just stuck around all day long! Even just looking across Paradise Bay, Screamin' and the Fun Wheel were covered in a haze well into the evening. Here's a couple more pics of what you're talking about with the tail fins looking farther away in the distance.

The rockwork looks much better later in the day once the sun comes around to the front.

It is effective. But the telephone lines kind of ruin the illusion.
