Long range zoom shots like the ones from the fun wheel are extremely deceptive when it comes to speed estimation and distances. Using the "leaked" video of the run through of the attraction, I timed the trip the cars will take from that bridge to the finish line at 15 seconds (red dot to red dot... it's actually a very long way, and the entire outdoor racing portion of the ride lasts about 43 seconds from the time you exit the show building until the time you return to it.)
In Ron's video, the cars go over the bridge at 13 seconds and the view is obstructed at 26 seconds, so the cars are out of view for only 13 seconds. Going at their "intended" speed they would still not have emerged yet, so we can't say for sure that the cars were travelling at less than show speed.

Gotta say I actually regret not capturing more of retro sunshine Plaza on tape now. I mean yeah it wasn't great but its one of those odd things that is almost worth remembering so you can see the huge improvement lol. (kinda like how I regret not recording the first year of Scarywood when i had the chance as the event is so different now)

It was a relaxing area, but it felt more like something that should have been in the gardens of the hotels or at the end of the street at Downtown Disney.

Speaking of engine noises... Will the RSR cars make car engine noises at all? I know they won't naturally make that sound, but will they have something similar to the Indy Jeep sounds heard throughout the ride? It will be easy to play engine sounds for the guests on board the cars, via the soundtrack. But what about guests viewing the ride from outside? Will they play race-car sounds?, similar to the train sounds they play for off-ride viewers of thunder mountain. I hope so!
