I'm fairly certain those aren't safety related, nor are they extensions of the railings. I think they might be for flower boxes that will attach there.

If railing height was the issue, they'd just install taller railings, not put weird little extensions on top.

We should all be prepared for the loss of deserted DCA. Especially at night, when it was so empty, it was fun to explore the park with so few people around.

Couldn't agree more, this would be very disappointing, as is everything OSHA seems to touch these days.

I think my only concern with the trolley is with increased attendance will it be safe to run or will it only be run during slow hours?

What makes you think OSHA has anything to do with that? What if it's a mount for a flower box?

I think the railing extensions are just for safety when ever someone is on the balcony. Maybe the railing height without extensions doesn't meet safety codes but when they are folded down it meets the forced perspective for the balconies.

Similar to the gold rails on the castle but with BVS they can be folded down when not in use.

    Just a guess.

They had these railing extensions on the CCT as well and we speculated that they were for flower boxes then too. But I can't recall if flower boxes were installed or if the extensions are still there.

I was under the impression that the rail extensions that have been added to Golden Horseshoe and Hyperion were more for guest safety, and that's not an OSHA thing. This balcony doesn't look like a guest-accessible area, and probably rarely would there be any CMs on it. They can satisfy OSHA requirement by other means, such as safety harnesses, if the railing really isn't tall enough. I think the railing probably is plenty tall for OSHA, though.

If it's a work area only - they can be tied up instead of using railings. This looks like just something for equipment or something yet to be seen.

Ya but look at the left side of the railing. The same sort of extension is folded back behind the railing.

It seems like it is only meant to be up when a CM is up there. Since it isn't a public place, the railings don't have to be up all the time.

Maybe it's just me but that balcony looks too small to fit an actual person comfortably.

I have seen them in person (granted, it was from a distance) and I'm pretty sure they have used optical illusion to trick you in believing they are bigger than they actually are. So I seriously doubt they need railing extensions for a space that would hardly be used.

Again, maybe it's just me but that's what it looks like.
