Those are fan made renderings. That guy is amazing, but those are neither WDI nor blueprint.

Go digging in the DCA project tracker, there have been Cars Land and Buena Vista Street blueprints posted dozens of times in there.

I just updated the plan (I had a better plan of carsland on the DCA overall plan but hadn't posted a closeup of it on flickr) so the first link doesn't have a thumbnail right now. I'm also working on elevations for the stores along buena vista street to go with the plans (based on photos from the presentations at D23 this year) so that will be done someday
