I worry that people will be underwhelmed if he ever does appear.
What does that have to do with The Hatbox Ghost exactly? It doesn't matter when or how many people see him. Rather, the issue is that this is just one character in an entire mansion. People have waited decades to see him and it seems like his reputation has been built up to much more than he ever was. I don't think any single AA anywhere else has ever gained this much attention, and really all it comes down to is a simple head in a box, then on the neck light trick. Realistically, are people going to see that and start cheering because their wait has been worth it?
I just think that given the expectations if we get him, something will be "wrong" or underwhelming and people will be disappointed.. Not because Disney did anything wrong, but rather because they are waiting for more than one character can deliver.
Exactly. All the ghost was was an effect that Disney never got to work the way that they wanted to. Somehow he got elevated to the level of greatness and received a cult following. It's good that Disney removed him if the effect was going to be substandard. I bet if they left him in, he would be a running joke on these discussion forums instead of a cult hero.

In my mind, the Hatbox Ghost is so much a part and parcel of the old Attic scene that it seems foreign to me to imagine him out of that context.

but with the way the attic looks now
and the cheap look of this "constance" thing
I'd prefer he wasn't built and the grander of him remain perfect in my head.

FoxxFurr of Passport2Dreams once also made the good point that, despite being able to do so, the Imagineers opted to not try and fix the issues for the Magic Kingdom. At the time, the character was pretty much just dropped after not working, with efforts to restore him being a much more recent project.
