I think if the Citizens of... would approach me and try to get me to buy their idea, then it's completely effective. Part of me wants to feel unsure if this is a guest or a character because they fit seamlessly. The other part wants to be able to recognize that this is not a usual encounter and that it's actually a wonderful character to do some casual entertainment while I wait in line for something or while I rest on a bench.

I think La Noire, did a nice job recreating what people from the 40's were wearing it they look most cooler...more official. I know its a Disney park but human characters in too much color just take away from the street to me anyway

^ BVS is the 1920's and L.A. Noire is 1950's, right? There probably would be some design change. Also, this cop seems to be more caricatured than L.A. Noire's realistic portrayal.
Also, also, those glasses are super goofy.

Well, I do plan on wearing clothes...
But seriously, as has been said, the Streetmosphere characters in the Studios in WDW became one of the highlights of that park. When the characters/actor's got on a roll, they were incredible, and lots of fun.
For those who aren't interested, it's easy enough to ignore, but for those who like it and want to take part, it really adds another dimension that greatly contributes to the fun and quality of the park.

I can have the cop goofy but he just looks...much too goofy...LA noire is based in the late 40-50's
But the clothes to me still look like they fit more then what Disney made....just the cop..the rest of the characters to me look like they fit well

The exaggeration is a bit intentional for reasons like that :)

Too bad the cop character is not also really park security as well. It would be fun to see someone get busted by the goofiest looking officer you have ever seen lol!
