It's located at the Out Door Vending carts at night along with other things that glow and light up!
Unsure of the cost.

I am pretty sure I only saw this inside the park, but I didn't really look in the World of Disney store in Downtown Disney. I think it's somewhere around $14 but I could be wrong.

I also saw it in "Pieces of Eight" or whatever that store is that has a lot of Nightmare stuff, which is inside the park. Like DrFink said, I'd check World of Disney, or maybe even wander around downtown at night to see if the carts bring them out. Good luck!

I just bought one at the Halloween party last week. There's a permanent shop near the entrance to Frontier land that sells these and the skull head ones exclusively. It only costs $13.50!

You can call Disneyland park's shopping number and give them the information people gave above. They will be able to find the item and ship it to you. I unfortunately do not have that number with me today. If you call one of the other Disney phone numbers they will be able to give you that number. It is a window cling type object that lights up. It alternates between 2 different facial expressions for Jack. I saw a guy walking down Main Street with it hung around his neck.
