Who hopes "Limited Magic" is a way to test things out for permanant placement?

I am hearing about some exciting limited time events and one time special showings that are bringing back some of the classics, like Golden Horseshoe and Tahitian Terrace. Who hopes these are not limited, but actual test runs for brinign them back permanently?
