Looks a bit like the wench that was in the barrel in pirates. The one that was replaced by Jack Sparrow.
The mechanics indicate a limited movement which that character had.

This is actually not a Disney animatronic figure. It is the King Arthur's Knight figure from King Arthur's Labyrinth in the Corris Craft Centre in Wales.
