I was at the parks today and Fastpass end times are NOT being enforced.
I was able to use "expired" fastpasses at Big Thunder, Space, Tower and Screamin without a question being asked. I even heard one Castmember tell a guest that the end time does not matter.
In al's article it says they hope to start the leniency part by Thanksgiving, It's not Thanksgiving yet, time will tell if he was right.

at WDW its actually going rather well with enforcing the times...it was rough at first but it even is printed on the FASTPASS that we are unable to accommodate late arrivals.
If they won't enforce the times people might as well just wait in the stand-by lines.

If they decide to start enforcing the return times I think we will know ahead of time. When they did it in WDW, they announced it to various Disney fan sites and then posted signs at all the fastpass entrances about a month before they started the enforcement. I would imagine they would do something similar in DL if they decide to do this.
I've never been a big proponent of enforcing the times, but I sure am curious to see the effects.
This past Sunday at DCA, soarin, we were 30 min pas our FP time and there was a brief pause, but they sent us in.
This also could be a simple matter of which CM's are on duty at the time. Even though company policies are in place that doesn't mean the employees are enforcing them. Disney could have told the CM's to enforce them and maybe only a few are and the majority still aren't.
It's like if you go shopping and pay with a credit card. Technically the cashiers are supposed to look at your card and match the name with your ID. How many cashiers actually do it? Very few. I almost never have to do that when I buy something anywhere.
