This may be a little obscure, but I always thought that Darby O'Gill and the Little People (1959) would make a great dark ride. You've got the leprechauns and the banshee in there. It could be really good if done correctly.

The Apple Dumpling Gang.
"You can cut me off from the civilized world. You can incarcerate me with two moronic cellmates. You can torture me with your thrice daily swill, but you cannot break the spirit of a Winchester. My voice shall be heard from this wilderness and I shall be delivered from this fetid and festering sewer."
I've never seen it either, so I wouldn't know. Despite all the buzz I've heard about it, I really don't know anything about its premise besides the fact that there are multiple forms of the alien doctor and a time travel machine that looks like a phone booth.
If we're talking purely unused franchises here, I'm on board with Tron in Tomorrowland. I tend to be pretty anti-Disney franchise in lands like NOS, Adventureland, and Tomorrowland, but I could actually envision a Tron attraction in Tomorrowland, as long as it wasn't a direct re-telling of the film. The idea of traveling inside a computer is pretty futuristic. It's a really interesting concept to explore.

The Museum of the Weird, a dark ride through a pier side dime museum and it's mysterious warehouse

Definitely a Lion King ride. There's just so much emotion to be conveyed in a ride like that. You could even have one big room in the ride for the "Just Can't Wait to be King" number, similar to the "Under the Sea" portion of the Little Mermaid Ride.
I might also do a big reno to The Tower of Terror, making it more like the DisneyWorld version (adding a fifth-demension scene and making the queue WAY bigger and more immersive) while still keeping many of the elements of the current attraction such as the amazing mirror effect.
Deffinetly tron, using a trackless ride system
Lion kind would be pretty cool...maybe a boat ride
frankenweenie would make for a nice ride, maybe in hollywoodland
and of course John Carter. Probably the best and most successful movie of all time! It deserves a ride![]()
I'm not a fan of rides being based on movies which have new stories (ALice in Wonderland, Peter Pan, etc were well-known stories long before they were movies) but I have to say I really think a Tron ride would work well in Tomorrowland.

Doctor Who ride......
HECK YAAA!!!!!!!!
In the quest for quality, I have no problem with the characters footing the bill.
A new skyway attraction.

I always thought the scene in Aladdin where they're being chased on the magic carpet in the cave of wonders would make a cool virtual rollar coaster type ride, similar to star tours.
