I always wave to them too. They never wave back. I always wonder if they have a hard time staying awake right there, it is freezing cold and dark and just seems boring to watch the logs go up over and over!

Don't attraction CMs rotate positions every half hour or so?

after you load your rocket, you move a bit where they weigh it and straight ahead of you if you look up there is a window with a mission control dude sitting in there

As did I! But that one on Space Mtn isn't hidden and in the dark like the one on Splash.

You're thinking of the Cast Member up in "tower". The CM in Splash before the fall is not considered tower. Splash's tower is above the station. Tower is typically a safety position and will not wave because their eyes MUST be on the monitors at all time.
