Yes drinks are included in the character meals. I have eaten at both goofy's kitchen and storytellers for character meals. I've found that while goofy's has more and a wider variety of characters the food is just okay, very well suited if you are bring young children with you which is obviously the target of character meals. The food at storytellers is much better but there are less characters there. So decide what is more important to you
Your voucher may be for a specific type of character meal.
Goofy's Kitchen (burnch or dinner) and Ariels Grotto (brunch or dinner) are considered premium character dining and may not be available to you. If these are available I believe dinner at Ariel's Grotto would be most expensive but only by a few dollars, less than 10%. I would at Goofy's is you have the time to goto the DLH, and/or prefer regular characters. I would eat at Ariel's if you prefer princesses. Also Goofy's is a standard buffet, Ariel's is family style you share platters of food but can request more during brunch and at dinner a shared appetizer and indivual entree.
If it's just for regular character meals, Surf's Up Breakfast with Mickey and Friends in the PPH, Story Teller's Cafe in the GCH, or Breakfast with Minnie and friends a the Plaza Inn inside DL Park. These are all breakfast buffets. Again the price varies by a few dollars about 10% between each the Surf up being the most expensive and Minnie and Friend the cheapest. I would choose by location, the PPH may be far away, Minnie and Friend inside DL may be nice. I would not eat at Minnie and Friends inside DL, if it coincides with when you could be using an EMH to go on rides. At the PPH you get mickey and a few main stream characters. At the GCH you get animals characters. At Minnie and Friends, Minnie and many classic characters, usually the most characters are at this location.

OP-You do not have to use the vouchers for character meals. You can use their cash value towards your bill at any restaurant (Blue Bayou, Carthay Circle, etc). The adult voucher value is $43.00.
Ariel's Grotto is more expensive than Goofy's Kitchen, and in my opinion, is the best character meal. AG stopped doing the WOC packages last June when Carthay Circle opened up. AG went back to a Character Mel for dinner at that time since CC was now a WOC dining option. Right before spring break this year, they stopped doing the Character Meal at AG for dinner, and offered WOC dining instead.
