There are a lot of working poor families that cannot go at any other other time, but Christmas/New Years, or Spring Break.
These working poor, (actually, I am one!) depend on the specials and discounts. It's very unfair to just limit them to off-season.
I say sprinkle them around. Offer some specials off-season, but as a nice gesture, offer specials at peak times, too. ---For those that can't visit any other time of the year.
