my guess is false alarm or it would be on the news as well.
They run tests with actual guests every 6 months or so, so it could just be that also. Been evacuated out of the Grand Californian just for that reason once.

Some years ago, the City Council in San Diego was discussing taxpayer money wasted on fire department response to false alarms. One of the esteemed council members, who had a bit of a reputation for being... well... odd, had an innovative suggestion. He proposed that the fire department keep a small fleet of obsolete fire engines that didn't cost much to run and use those to respond to the false alarms.
(You may have to think about this a bit.)
(BTW: This was the same council member who was against the 911 telephone emergency number... commonly spoken aloud as "Nine-Eleven"... since any fool knows that there is no 11 on the telephone dial.)
