Come on Daddy, ban means to prohibit, way too strong of an expression for this situation. Disney has just, so far, decided that the little bit of revenue that it would get from releasing this film is not worth the possible negative impact. That's a classic business decision. By your definition every book that a publisher no longer prints has been banned.
It should be considered that outside of the Disney enthusiast community there is not all that much interest in the film and there may not be a great market for the release.
