My husband would say, if limited to the parks, Taste Pilots Grill. It helps that they also serve beer there. If it was up to me, and not limited to the resort, I would say ESPN Zone.

I would have to go with Taste Pilots too. The loaded chili cheese fries with a burger and a beer are awesome.
Check out my new Disney Blog here. What it lacks in quality it makes up with... Well, nothing I guess.

The Lounge at Granville's has the BEST.. A Half Pound Angus Burger with Bacon and Cheese.... not cheap though... $14

ESPNZone also has some great burgers, they are $10 to $13....

If you're talking the WHOLE resort, then you mean Downtown Disney as well - and I would vote for Jazz Kitchen and/or Rainforest Cafe - they have some tasty burgers at those places.
