Happens quite often, actually. They stop ticket sales and admission to the park, and shove the overflow over into DCA.

Yes. It's called when Disneyland is "at capacity" and just plain sucks for those who just simply can't get in.

It's the Fire Marshal who makes the call. And he has the power to close the entire Park and shoe everybody out if Disneyland does not comply with his order. It's a fire hazard when capacity has been reached. During the summer and during the upcoming Winter Vacation it will happen a lot so be aware, get there early and you won't get locked out. They will open it up as people leave, but might have to shut the gates again when the limit is reached. And by early I mean Opening, not noon. If you are a Disneyland Fan you should be there at opening anyway.

That's right, too many people all rubbing up against each other causes a lot of excess heat which can lead to guests spontaneously combusting!

    Disney FAQ#275: What is DCA?
DCA stands for Disney Construction Area. All the Cast Members are themed with hard hats and steel toed boots.

And if you are getting signed in by a CM, make sure you are there early as well. It can suck if they close the park for you, because then you have to go to DCA...
