Of course, if the TSI plans are green-lit, this would naturally be a good time to execute them because of the refurb.
What's so awful about TSI getting some love? It's not like the story of Tom Sawyer is being ripped out of it...all that's being added are the river pirates storyline, and because of that, the island is going to get very needed TLC and then be quite a stunning attraction for everyone.
Fantasmic goes down at least every two years or so for major rework on the various things on and around the island that need repair, upgrading, etc. The night time fireworks have nothing to do with Fantasmic. As Darkbeer said, they always try to have one or the other to keep people there as long as possible. Both are preferred, but in one is down the other will run if scheduled and the wind don't blow.
I saw the show on sunday and I'm not sure if it had anything to do with the windy conditions or not but alot of the pyrotechnical stuff in the finale were not working.
Indeed it was due to the winds. The aux control point (I believe) is in charge of the amount of pyrotechnics, and they adjust based on which way the wind is blowing. That's why you saw the Frontierland Side have the most fireworks. The other two launch centers were too risky to the guests.

when does F! go down and when is it scheduled to be up again? i'm taking a friend of mine to DLR in March for her 30th birthday and she hasn't been to DLR since she was 11..i'd be so bummed if she missed F!
