From what I remember it has always been present in the plans. I remember one picture from the concept art with all the fish playing in the reef was described as the finale with a "big musical number" which was untitled at the time.
they are changing the song to yellow submarine...
last i heard, they decided to scrap the big musical number
Maybe they'll have eagles =D
