Trying to figure out the POTC event!

Once again called and got a CM that didn't even know about the 40th Ann. Event. Together we tried to figure out via the web page. Now I'm turning to MC to figure it out.

Wristband Guidelines:
Wristband guidelines are as follows:
Wristbands will be distributed entitling bearers the opportunity to purchase limited edition pins and limited edition Radko ornaments released in association with the "Pirates of the Caribbean ~ 40th Anniversary Event" product release and signing. Wristbands for pins and ornaments will be distributed near the West Esplanade Guest Information Kiosk one hour prior to park opening until one hour past the opening of Disneyland®: park. Wristbands will then be available at the respective locations (La Mascarade d'Orleans for pins, Le Bat en Rouge for ornaments) until 12 Noon or while supplies last. In addition, holding a place in line for others in your party will not be allowed. Guests who wish to obtain a wristband to purchase a pin and/or ornament must be present when the line forms or they will be escorted to the back of the line.
Guests with pin wristbands will be able to purchase two of each style of pin being released in conjunction with the "Pirtes of the Caribbean ~ 40th Anniversary Event" Guests with Radko Ornanment wristbands will be able to purchase two of each style of Christopher Radko ornaments that are being released in conjunction with the "Pirates of the Caribbean ~ 40th Anniversary Event"
Wristbands - Pins
Wristbands will be valid for the purchase of the pins at either The Disney Gallery (if you wish to purchase other Pirate Anniversary product) or at La Mascarade d'Orleans (if you only wish to purchase pin product ~ and ~ do not want your pin product signed) until 1:00 P.M. on the day of distribution. Wristbands are limited. At 1:00 P.M. any remaining pins will be available for purchase at the designated merchandise location by persons who have not previously purchased the pin(s) on the day of release.
Wristbands – Christopher Radko Ornaments
Wristbands will be valid for the purchase of the ornaments at either The Disney Gallery (if you wish to purchase other Pirate Anniversary product) or at Le Bat en Rouge (if you only wish to purchase Christopher Radko ornaments) until 3:00 p.m. on the day of distribution. Wristbands are limited. At 3:00 p.m. any remaining ornaments will be available for purchase at the designated merchandise locations by persons who have not previously purchased the ornament(s) on the day of release.

Wristbands do not guarantee signatures by Special Appearance Guests. Lost, stolen or damaged wristbands will not be replaced. Wristbands have no cash value. Restrictions apply.

So, I dont want an ornament or a pin. I just want to go meet the legends. Do I need a wristband? Will it cost Money?

Also it says no personal items. What exactly is a personal item? Can I bring a book to get signed, especially a book that is for sale at the park anyways?

Product Release & Signing

The title states fairly clearly what the dedicated event is for.

If you own the book (or print, t-shirt, etc.), that would be a personal item.

It says product release AND signing... not that clear.
