Who tagged the Goat??

Rode BTMRR today and as I went past the Goat I could have sworn that it looked like it had some blue spray paint on his head/forehead area. Could some knucklehead get up there and do that?? That or maybe the Tiki birds are moulting and a stray blue feather found its way over there.

I think Disney did it as he's got a blue light on him at night.
