We just came back from our trip and they make an appearance about 4 or so times a day in the area across from the Golden Dreams theater. The times are listed on the schedule you get as you enter the parks.
Lightning McQueen and Tow Mater appear daily, 5 times a day. They drive out from Paradise Pier gate and park in front of Golden Dreams. However, starting on either May 28th or 29th, they may vanish. A few to several weeks later they will probably reappear, but parked permanently in Condor Flats.
Saw them last this past Sunday. Everyone goes crazy for them. Anyone know what the red button on the rear of McQueen is for? A little boy pushed it in and the CM asked him to pull it out. Then the little boy tried to push it again...

As you enter the parks, there are entertainment guides in the holders at the turnstiles right next to the park maps (they are folded and the same size as the park maps too). The entertainment guides show all the event times and location for everything going on in the parks. The times/events for Disneyland are printed on one side in one color, and the times/events for DCA are printed on the other side in a different color.
