I said "tune them out". I am going to listen to the seagulls the first few times, but then when it gets old... If it does... I will just block the guests and seagulls out and just watch the subs make it's journey around the lagoon.
If something is going to get annoying, it will be the guests mocking/copying the seagulls as will inevitably happen. From what people have said, the seagulls were very well done and aren't annoying at all. If the guests get bad, I'll just ignore them and watch the subs and other goings on in the area as others have stated.
Our revels now are ended. These our actors, As I foretold you, were all spirits and Are melted into air, into thin air: And, like the baseless fabric of this vision, The cloud-capp'd towers, the gorgeous palaces, The solemn temples, the great globe itself, Yea, all which it inherit, shall dissolve And, like this insubstantial pageant faded, Leave not a rack behind. We are such stuff As dreams are made on, and our little life Is rounded with a sleep. mycroft16 on Twitter
Neither, I won't allow others to ruin my fun at the park.

I imagine once it opens, the "Mine, Mine" may not happen as much as we may think. For one, it would drive the CM's bonkers to have to hear that non-stop all day long. I could see it being possible where they sound off with a few " Mine, Mine" every 10 minutes or so on a timer but not more than that.
It is my understanding that at "The Seas With Nemo and Friends" at Epcot the seagulls only go off every few minutes with big bursts of sound, perhaps on a random timer. The rest of the time it's an occassional "mine" only.
The Right Honorable Count Boogie Bonz of Random, at your service.
From my visits, the Mine's come on every couple of minutes for only 15 seconds or so. They are not overly loud and if you are far enough away from them, they blend in with the noise of the crowd anyway. Really, I don't think they'll be annoying at all.
