In another post someone mentioned that the Matterhorn is going to get a refurb this fall. I'm planning on going late December/early January. What is the extent of the refurb and is their any other refurbs going on this time when i possibile go
Matterhorn is in the process of recieving a long-term improvement and renovation. As it is almost 50 years old, this involves structural work (steel and fiberglass vs wood) as well as replacement of the entire track.
It's been ongoing over the past... I want to say 3 or 4 years.
In addition, this winter should see the addition of a new fleet of Bobsleds with lap-bar restraints.
Matterhorn generally goes down in late August and reopens in early to mid December, so you should be all right.
Word on the street is that the new bobsleds will be put in place with the rehab this fall. We'll have to wait and see if they change them out with this downtime, or if it will happen at a later date. My money is on a replacement of the sleds this year.
is there any way i can check what refurbs and anything else going on at DL or DCA.
This link is the calendar for the Disneyland Resort. You can click on individual dates to see what will be down that day. Unfortunately they don't put things too far ahead. I think they want it so people don't crowd the rides when they come down from refurb. Other than that, the best source would be asking here or asking a CM. I don't think DL posts their refurb calendar online anywhere.

The Matterhorn definitely needs a brand new track. I think the rest of the ride is in pretty good shape, but it would definitely be nice to ride it without so much jostling. The smoothness of the track would elevate the speed of going through the tunnels. At least this refurb makes perfect sense.
