Depends what CM you are dealing with. I have been to the Pooh store to buy 3 sugar cookies and sometimes they won't let me use my PAP because they say it has to be over $10 (with 3 cookies I am just barely under the $10 mark). But there have been other times when they do let me use it and my bill is under $10. The Blue Ribbon Bakery always lets me use my AP on a $1.99 cookie. However, the coffee shop that's by the lockers on Main Street will not let you use your AP unless you spend over $10. So I'm often asking myself, "What the heck?" I have even been to City Hall and asked them one time what the rule is. They told me that you do NOT have to spend $10 on food. $10 is only for the merchandise. But when I tell this to the Pooh Shop, and others, they still won't let me use my discount or call to find out. LOL, maybe next time I can get City Hall to give me a written note that I can use throughout my trip.

Pooh's Corner and Market House are merchandise locations, not food locations, and even if you went ahead and got a copy of the discount guide from City Hall (which is likely what they'll give you if you asked for something in writing), the Cast Members at Pooh's Corner and Market House will tell you exactly that, as would Cast Members in Candy Palace and Greetings from California.

Regarding the minimum purchase, if you're "barely under the $10 mark," I'm sure most Cast Members will let you go.

AFAIK, the only way to get early entry is to stay at one of the hotels offering early entry. Passes (SCAP, DAP, PAP, and to the best of my knowledge even C33) get you nothing in terms of early entry.
