If I have a SoCal pass can I still buy a Blackout day ticket for New Years Eve? Or do I have to pay full price? An do you know of any special promotions for annual passholders for that day?

Yes you can still get one ... but I'd make sure you get to the park EARLY (like before 10:00am) to make sure you get one.

I was in the park all day long, from 8 am 'till 2 am, and it was totally worth it. Played all day, partied all night. My friend and I got there so darned early, we can brag that, oddballs we are, we rode the Mad Tea Party all to ourselves, not another soul aboard. And we did the same on the Astro Orbitor, at nearly two the following morning.

If i buy one today supposely I would tell them its for the 31st. can you really buy it in advance like a reserve ticket?
Um. Common sense would state that that doesn't make any sense for Disney to let people do it that way at all.
Blockout tickets have to be used the day that they are bought... so no, you can't buy them in advance.
Go early in the morning. The earlier the better... there's no penalty for going early, but there will be one for going late and finding yourself stuck outside the gate without the ability to buy a Blockout or a 1-Day ticket.
