I think the answer is NO.
You're probably referring to the angular fish animatronic in Submarine Voyage. Last I saw it, it wasn't. If someone has gone on it recently, perhaps they can offer a better perspective.

I rode the subs last weekend. No sign of Kuka's amazing robotic arm. No motion on the angler fish. I keep riding and hoping to see it in action.
