What it means: you already gave that person rep. You need to wait a few days and give rep to a few more people before you can give it to them again.

And what are those sayings when you put your pointer on a green reputation thingie? Mine says I'm a beacon of light? Huh?

That's just your rep level... only means that you seem to be a promising member of the boards so far.
