Karla, I know you don't have a Target nearby, but leggings are easy to come by these days, and they're cheap. I got Courtney's for $7ish at Target. She's been wearing the mini's with the leggings to school a lot this fall (with the Converse).
I think an easy outfit would be a big white dress shirt, a belt around the waist, leggings, bright plastic jewelry, blue eye shadow, big hair (or big bangs with a side pony tail) and pointy toed dress shoes with ankle socks. It's all about the shoes and socks.
Claire's has big plastic jewelry for super cheap right now--I had to buy some for Halloween.

Wow, see I dressed a little like this in the 80's but the late 80's I was all about Metal! Skin tight jeans with holes in the knees and backside, black Metallica concert tees (pre Black album of course), black leather jacket, and black leather boots.
