HK Gov and WDC close to finalizing Multi-Billion (HK$) expansion deal, Apple Daily

According to Hong Kong Apple Daily News, Hong Kong Government and Walt Disney Company are close to finalizing Multi-Billion (HK$) expansion deal.

Walt Disney Company will inject Multi-Billion of Dollars into HKDL for expansion.

HK Government will remain as major shareholder but there might be some changes to the share structure. (I guess a change from 57% : 43% to 51% : 49% or 50.x % : 49.x% ???)

Construction work will start in 2009.

劉 吳 惠 蘭 昨 日 在 美 國 加 州 ， 和 華 特 士 尼 樂 園 及 度 假 區 副 主 席 （ 亞 太 發 展 區 ） 趙 永 濤 、 華 特 士 尼 樂 園 及 度 假 區 執 行 副 總 裁 及 首 席 財 務 官 詹 姆 亨 特 （ Jim Hunt ） ， 以 及 華 特 士 尼 法 律 事 務 部 高 級 副 總 裁 大 衞 湯 遜 （ David Thompson ） 三 人 進 行 磋 商 。 三 人 都 是 香 港 士 尼 董 事 局 成 員 ， 本 身 是 建 築 師 的 趙 永 濤 更 自 99 年 起 一 直 參 與 香 港 士 尼 發 展 ， 士 尼 樂 園 滲 入 風 水 設 計 就 是 出 自 他 的 構 思 。


股 權 無 大 變 化



新 上 任 的 香 港 士 尼 行 政 總 裁 金 民 豪 亦 正 在 美 國 ， 不 過 士 尼 發 言 人 不 肯 透 露 今 次 商 討 的 內 容 ， 只 表 示 劉 吳 惠 蘭 早 前 已 經 在 立 法 會 表 示 ， 會 到 美 國 商 討 擴 建 計 劃 。
據 了 解 ， 金 民 豪 上 任 後 曾 約 見 立 法 會 議 員 ， 已 透 露 與 港 府 商 討 士 尼 擴 展 計 劃 ， 相 信 無 大 問 題 ， 並 表 示 明 年 將 會 全 面 開 工 ， 到 時 將 增 加 數 以 千 計 就 業 機 會 ， 而 整 項 投 資 將 涉 款 數 十 億 元 。
有 關 擴 建 工 程 面 積 等 同 四 分 之 一 個 士 尼 樂 園 ， 園 內 將 興 建 數 個 大 型 機 動 遊 戲 設 施 ， 而 一 直 只 聞 樓 梯 響 的 幽 露 公 館 （ Haunted Mansion ） 將 會 是 新 建 項 目 之 一 。
有 議 員 與 金 民 豪 見 面 時 表 示 關 注 美 國 士 尼 注 資 後 ， 會 否 改 變 現 時 特 區 政 府 在 香 港 士 尼 的 大 股 東 地 位 ， 金 民 豪 回 應 指 注 資 只 令 股 權 比 例 出 現 相 當 小 的 變 化 ， 「 應 該 唔 會 影 響 特 區 政 府 大 股 東 地 位 。 」 現 時 港 府 佔 香 港 士 尼 公 司 57% 股 權 ， 美 國 士 尼 公 司 佔 43% 。
至 於 外 界 關 注 上 海 興 建 士 尼 計 劃 ， 金 民 豪 表 示 上 海 會 興 建 士 尼 樂 園 ， 但 並 非 短 期 內 的 事 ， 而 到 時 香 港 與 上 海 士 尼 客 路 定 位 將 有 不 同 ， 相 信 不 會 出 現 互 相 搶 客 的 情 況 ， 「 想 法 係 上 海 士 尼 主 要 針 對 內 地 市 場 ， 香 港 士 尼 除 做 內 地 客 外 ， 仲 吸 引 東 南 亞 遊 客 ， 兩 個 樂 園 唔 會 有 互 相 爭 客 情 況 。 」

望 新 設 施 增 客 量

職 工 盟 立 法 會 議 員 李 卓 人 支 持 士 尼 盡 快 開 展 擴 建 工 程 ， 肯 定 有 助 創 造 就 業 ， 但 他 同 時 指 出 ， 希 望 今 次 擴 建 工 程 ， 可 確 實 增 加 樂 園 吸 引 力 、 帶 動 增 加 遊 客 量 ， 長 遠 有 利 香 港 經 濟 發 展 ， 「 若 果 又 係 玩 兩 玩 就 失 去 吸 引 力 ， 擴 建 都 未 必 幫 到 幾 多 。 」

華 特 士 尼 在 經 濟 低 迷 時 大 展 拳 腳 已 非 首 次 。 港 府 1999 年 簽 定 被 形 容 為 「 割 地 條 款 」 的 香 港 士 尼 樂 園 發 展 計 劃 ， 亦 正 值 亞 洲 金 融 風 暴 之 後 。 當 年 政 府 急 欲 尋 找 出 路 ， 草 草 商 談 了 一 年 便 落 實 出 資 230 億 元 興 建 香 港 士 尼 樂 園 ， 當 時 美 國 士 尼 只 須 付 出 24.5 億 元 便 取 得 43% 樂 園 股 權 ， 港 府 則 只 持 有 與 斥 資 不 成 比 例 的 57% 股 權 。
士 尼 一 直 對 前 景 十 分 樂 觀 ， 第 一 期 擴 展 計 劃 完 成 後 ， 更 會 手 籌 劃 樂 園 第 二 期 擴 展 ， 當 兩 期 發 展 完 成 後 ， 香 港 士 尼 樂 園 將 會 是 世 界 最 大 的 主 題 公 園 之 一 。 據 了 解 ， 就 算 遇 上 金 融 海 嘯 ， 美 國 士 尼 仍 已 預 留 一 筆 款 項 供 香 港 士 尼 發 展 。
到 目 前 為 止 ， 樂 園 票 務 收 入 仍 未 達 標 ， 但 酒 店 住 房 收 益 卻 相 當 理 想 ， 房 間 出 租 率 達 八 、 九 成 以 上 。 樂 園 行 政 總 裁 金 民 豪 曾 表 示 ， 當 兩 間 酒 店 達 到 飽 和 ， 便 會 興 建 第 三 所 酒 店 。

As far as this article is concerned, it is far more easy to directly read news from the news source than using google here.

Three new themed "lands" are planned for Hong Kong Disneyland's expansion, although how they will be financed remains a key stumbling block, say sources familiar with the situation.
Funding for three new lands could amount to at least HK$5 billion, since building a major attraction like the Pirates of the Caribbean ride is estimated to cost between US$150 million and US$200 million.

The theme park now features Fantasyland, Tomorrowland, Adventureland and Main Street USA, which occupy about 80 hectares of the 126-hectare site.
Some progress has been made in negotiations between the government and Disney, the theme park's two joint venture partners, the source said, and both parties wanted to see the expansion go ahead.
But it is understood that changes to the shareholding structure that would result from Disney's offer to shoulder the entire funding exercise are unresolved. The lack of a proportionate injection of funds from the government would water down its majority stake, and further progress would depend on whether it was willing to inject matching funds or accept a smaller stake.
The government has a 57 per cent stake in the theme park, with the rest held by Disney.
On Monday, Secretary for Commerce and Economic Development Rita Lau Ng Wai-lan was in Los Angeles and met Disney management.
A Disney spokesman said the company had no comment to make. John Ap, associate professor of tourism management at Polytechnic University, said he expected the new lands would help the theme park capture the young adult market and strike a balance with its generally tamer fare for families and children.
"Hong Kong Disneyland opened without its three iconic rides - It's a Small World, Pirates of the Caribbean and Haunted House," Dr Ap said.
As much preparatory work as possible had been done for the theme park expansion, such as securing the necessary permits, in anticipation of funding, sources said. That meant work could start within a few months of project approval.

He didn't mention any money coming from HKgovt. Maybe one of you who can read chinese could verify this for us...

Katsmom, that's right, the stakes balance will remain the same according to the article.

I think the solution is for WDC to take up the funding first and HK govt will have to right to purchase WDC's stake after the work is finished. So if WDC injects $10 billion into it, then HK govt can buy the new investments for $5.3 billion (57%) when it is done and it likes what it sees.

There is also mention of a third hotel being built at the site. Right now the two hotels enjoy 80-90% occupancy rate and when these reach 100% a third hotel will be built.
