He might have been referring to the amount of music he has to write as being only 4:30, and it would be looped for a longer ride duration. Not quite sure about the context.

Oh yes this must not include the first room with the introduction to Manor and meeting the owner and the monkey. That will take extra time and act as a Stretching room/TOT library for the ride. The 4:30 must only be the time on the moving vehicle. I wonder if anything was actually cut because of the ride's budget cut...

BTW Danny Elfman is awesome! And it's not because of Nightmare before christmas.
