The 2 parade setup actually commences on the 7th July and consistently follows the same pattern of Disney on Parade at 1:00pm and Mickey's WaterWorks at 3:30pm except on Tuesday the 10th.
The official calendar shows that on this day, for reasons as yet unknown, that Disney on Parade will run at 3:30pm and WaterWorks will run at the early time of 12:30pm.
Anyone have any ideas regarding this abnormality?

My guess would be a Press preview.
Was there an official press release on the Water Parade and the Animation Studio? I don't recall there was one.
I throught that was just a photo shoot as Disney often will bring new floats out just to video record and take pics ready so that the parks have footage ready to advertise before its official debut.
The official summer season press release about WaterWorks and the Animation Academy was back in June:

This is also when the official site was updated with all its current promotional info.
My guess is that Tuesday's changed times are more than just regular press promo.
Here's your answer:

Nice photo. I *love* those sunny days over HKDL! But it's so humid and hot. I feel bad for those poor rubberhead character performers...
Nice to see the lovely Jasmine Law out and about.
For a laugh I google the band Fahrenheit to see what there were like. The result can be found in the youtube video below!
