    【 記 者 呂 焯 均 報 道 】 香 港 士 尼 樂 園 與 昂 坪 360 吊 車 同 樣 成 為 特 區 政 府 的 包 袱 , 剛 滿 兩 周 歲 的 樂 園 人 流 持 續 下 滑 , 美 國 士 尼 正 與 港 府 展 開 談 判 , 再 向 港 府 伸 手 要 求 注 資 , 擴 建 樂 園 增 加 十 多 個 遊 戲 及 景 點 。 港 府 預 計 市 民 不 會 支 持 再 付 真 金 白 銀 , 雙 方 現 正 商 議 港 府 以 土 地 及 出 讓 樂 園 部 份 股 權 代 替 。

    工 程 陸 續 落 成

    香 港 士 尼 05 年 開 幕 時 僅 有 22 個 景 點 , 相 比 巴 黎 士 尼 的 44 個 景 點 、 東 京 及 佛 羅 里 達 士 尼 的 45 個 景 點 、 加 州 士 尼 的 65 個 景 點 , 香 港 士 尼 景 點 最 少 。 士 尼 當 時 解 釋 是 吸 取 巴 黎 士 尼 用 規 模 過 大 而 虧 蝕 的 訓 , 故 此 以 分 階 段 擴 建 方 式 發 展 香 港 士 尼 。
    由 06 年 起 , 香 港 士 尼 第 1 期 項 目 每 年 均 會 有 新 擴 建 工 程 落 成 , 其 中 「 明 日 世 界 」 在 去 年 7 月 完 成 了 首 次 擴 建 工 程 , 而 「 幻 想 世 界 」 及 「 探 險 世 界 」 首 次 擴 建 工 程 將 分 別 在 本 年 至 09 年 間 完 成 ; 已 公 佈 新 增 景 點 「 小 小 世 界 」 ( It's a Small World ) 將 於 明 年 落 成 。
    不 過 , 美 國 士 尼 對 香 港 方 面 入 場 人 數 估 計 嚴 重 失 準 , 原 本 預 算 首 年 有 500 萬 人 次 , 當 日 後 香 港 士 尼 全 面 發 展 完 成 , 入 場 人 數 會 激 增 一 倍 達 每 年 1,000 萬 人 次 。 不 過 , 除 了 開 幕 初 期 及 農 曆 新 年 的 大 日 子 外 , 人 流 量 越 來 越 差 , 士 尼 一 直 沒 有 公 開 入 場 數 字 , 但 外 界 估 計 , 樂 園 用 第 二 年 , 入 場 總 人 數 比 首 年 還 差 , 平 日 可 能 低 於 7,000 人 次 , 比 最 高 容 量 2 萬 至 3 萬 人 相 差 很 遠 。
    港 府 與 士 尼 檢 討 後 , 認 同 樂 園 原 以 內 地 客 源 為 主 , 但 內 地 人 對 士 尼 文 化 根 本 十 分 陌 生 , 跟 港 人 不 同 , 港 人 自 小 接 觸 士 尼 文 化 , 從 小 看 唐 老 鴨 、 米 奇 和 米 妮 等 卡 通 人 物 , 內 地 人 對 士 尼 興 趣 不 太 。 香 港 士 尼 又 是 最 小 的 士 尼 樂 園 , 令 吸 引 力 下 降 。
    雙 方 同 意 盡 快 推 出 香 港 士 尼 擴 建 計 劃 , 五 年 內 增 加 十 多 個 景 點 和 遊 戲 項 目 , 同 時 , 又 會 加 強 在 內 地 的 宣 傳 攻 勢 。 香 港 士 尼 是 港 美 雙 方 共 同 擁 有 , 香 港 出 資 連 土 地 逾 120 億 元 , 取 得 57% 股 權 , 美 國 士 尼 則 出 資 24 億 元 , 有 43% 股 權 。


    仍 佔 過 半 股 權

    據 悉 , 港 府 評 估 認 為 , 基 於 香 港 士 尼 業 績 不 理 想 , 市 民 一 定 不 想 再 見 到 港 府 以 現 金 注 資 , 故 談 判 策 略 是 以 擴 建 的 土 地 , 加 上 港 府 出 讓 手 上 部 份 股 權 , 換 取 美 國 士 尼 以 現 金 注 資 , 但 港 府 仍 會 佔 股 權 過 半 , 相 信 獲 立 法 會 支 持 機 會 較 大 , 談 判 尚 在 進 行 中 。 香 港 士 尼 樂 園 、 商 務 及 經 濟 發 展 局 都 拒 絕 評 論 有 關 談 判 內 容 。

    Translation

    The Walt Disney Company and Hong Kong Government are in talks for further expansion. TWDC would like HK Government to inject further capital for expansion but HK Government is only willing to sell part of its shares to Disney and provide land in exchange for Disney to put in more $ into expanding HKDL.

    Hong Kong Government would still maintain a majority stake at HKDL after the proposed arrangement provided that Disney agrees.

    Both TWDC and HK Government agree that they need to speed up expansion and increase the number of attractions at HKDL.

    No comment from Commerce, Economic Development Bureau of Hong Kong.

    Disney is talking about adding 10 or so more attractions to HKDL. But even then HKDL (22 when it opens) will still be smaller than TDL (45), DLP (44), Magic Kingdom (45) and of course the original DL (65) in terms of the number of attractions.

    I guess even without giving out any hard cash to WDC, it will still be hard to convince the Legco that HKDL is worth investing in. WDC will need to show a real development plan to the Legco and I don't see them coming up with one.

    ORGOCH: Well, what I wanna' know is when they's gonna stop flappin' their dang gums 'bout addin' new attractions over there an' just go ahead 'n DO it?! This is the 3rd time us Cauldron gals has read 'bout them managment types thinkin' 'bout addin' attractions but then they don't end up doin' nothin'!!!

    The Hong Kong government is looking into alternative financing options for its stake in Hong Kong Disneyland, according to a Hong Kong newspaper.

    The Apple Daily reports that the government, disappointed by attendance figures, will not provide cash to the park, and is in negotiations with the Walt Disney Co. (NYSE: DIS) to discuss other options, which might include the giving of more land or selling down its stake in the park to free up funds for the park.

    The Hong Kong government holds a 57 percent stake in the park, which is the only park in Disney's portfolio that includes a government entity as an investor.

    The park, which opened in September 2005, drew 5 million visitors in its first year, but fell short of the original projection of 5.6 million visitors. Shortly after the park's opening, the Hong Kong government hinted at a sale of its stake at "an appropriate time."

    Hong Kong Disneyland is unlikely to receive more money from the local government to fund new attractions because of disappointing attendance at the theme park since it opened two years ago, a local newspaper reported Wednesday.

    A spokeswoman for the park, a joint venture between The Walt Disney Co. and the Hong Kong government, said it is still discussing financing options with the government.

    Hong Kong's Apple Daily newspaper reported Wednesday the local government, instead of providing fresh cash, is inclined to give the park more land, or sell down its stake in Hong Kong Disneyland for cash to reinvest in the park. All land in Hong Kong is technically owned by the government and leased to commercial developers on long-term contracts.

    Maybe all the attractions that were left behind in the original plan will be built under this major expansion. If it is that, HKDL will surely attract a lot of guests.

    I'm still skeptical until I see an official confirmation by the Walt Disney Company. But I really do hope it's true. Hong Kong Disneyland desperately needs to catch up with the other Magic Kingdoms and increase its attraction count.

    It's becoming more and more apparent that Disney signed a very bad deal that may have resulted in large sums being spent by the gvt for infrastructure initially but leaves them with close to zero flexibility when it comes to developing the park. If the best deal Disney can get out of this is essentially paying for future updates entirely by itself for a larger (though still minority) stake in the park then it doesn't sound like they're doing too well.

    ORGOCH: Yeah an' this whole subject seems like it's just another gum flap session with no action in sight. 'Til they's rolled up their sleeves an' started ta build a new ride over there, it ain't worth a witch's time ta be mis-led like this!

    I heard a lot of time in meetings, an American will say a financial figure and the whole room of Asian business people is totally silent. So the American will throw out another figure. When the Asian people weren't shocked, they were showing respect by taking a minute to consider the amount. They weren't uncomfortable by the silence. But the American thought the figure was too high and threw out a lower one.

    Maybe it's one of those cultural things, witches. Maybe they're not "flappin' their gums" but doing things in a decidely Chinese sort of way. Sometimes they spend a long time negotiating but its not neccessarily a sign that no progress is being made.

    The ancient Witch culture is slightly different from modern Chinese business culture.

    I love reading the names of well-known Disney attractions interspersed among Chinese characters...

    "... Fantasmic! ... Pirates of the Caribbean ... Haunted Mansion ... Raging Spirits ... Peter Pan's Flight ... Toontown ... Frontierland."

    I hate to sound greedy, but I'll say it: I honestly don't think it'll be enough just to add more attractions, if they're all carbon copies of ones that have gone into other parks.

    Don't HKDL and its local guests deserve something more? Yes, HKDL desperately needs to add attractions like the HM and PotC, but make them better. Give HKDL attractions it can be proud of -- and that can draw guests from elsewhere in the world, who will go to see HKDL's attractions despite having the same things in their home parks. The park does need some traditional dark rides and coasters, but also needs to employ newer technology and innovative theming whenever possible.

    HKDL needs not just quantity -- but quality as well. It should be a unique and exciting destination in its own right, and not just an "Attack of the Clones" repository of rides carbon-copied from existing parks. For goodness' sake -- Imagineer something, please!

    Sorry but I don't think that's really the goal of the Walt Disney Co. with this venture.

    They're not trying to build something in Hong Kong to appeal to residents of Los Angeles or Chicago. They're trying to build something in Hong Kong to appeal to the Chinese.

    ORDDU: Yes, and they're failing miserably at the moment. Part of the blame lies with the Hong Kong Government, itself. But it is what it is and until more is offered, fewer guests will show up at the front gates.
