Toy Story 3 plot details revealed?

The first details of Toy Story 3's plot seemed to have been spilled in this Wall Street Journal article -

In Pixar's coming movie "Toy Story 3," Woody the cowboy and his toy-box friends are dumped
in a day-care center after their owner, Andy, leaves for college.

The article is primarily about Disney bringing it's games development in-house (good news in itself),
but this short paragraph gives a hint of TS3s direction.

NB - if Andy is off to college, can we expect the big time difference between TS2 and 3 in the character design?

I was wonder what they were going to do about Andy's age.

I wonder if the daycare center is where Andy's sister goes.

If this is a correct plot, it would be a recycled idea that was discarded when the original Toy Story was being created.

Sounds like a bad plot, and that will be discarded for a different one.
Good thing I'm not on this creative team. I have nothing to offer as an alternative.
